Neither the Gesellschafter nor the Geschaeftsfuehrer of an Austrian GmbH has to live in Austria or hold an EEA passport, and one person may be both sole owner and sole managing director. The limit sits in trade law rather than company law: a regulated trade needs a trade licence, so a founder without the relevant qualification or without the right to work in Austria appoints a qualified managing director under trade law.
